With the US terrorist attacks in 2001 and especially the later bombings of Madrid and London, the European Union has continually expanded its civil security agenda. Numerous policy initiatives and related funding instruments now affect many industrial and service sectors, with implications at European, national and local level across the continent.
Opportunities to influence EU policy-making or gain access to European funding and grants are growing, but most stakeholders are either unaware of their breadth and depth, or don’t have the means to pursue these opportunities.
SecEUR’s Security Synthesis Workshop provides participants with the knowledge and tools they need to support their organisation’s strategy and business objectives, whether commercial or regulatory, in the arena of EU civil security.
This concise, one-day workshop’s morning sessions offer an overview of the EU’s civil security agenda, its missions and sectoral goals, an explanation of key stakeholders (decision-makers, influencers, competitors) and insights into policy formulation and security technology and R&D objectives.
The afternoon covers the basics of EU funding instruments and future tenders and research opportunities. The last session focuses on strategy. Trainers will share their experience of doing business in Brussels and provide tips and guidance for doing so.

WORKSHOP TRAINERS:
Brooks Tigner
Brooks has tracked European security and defence policy at the EU and NATO for the past 18 years, from the Atlantic to the Caucasus. Editor and chief analyst at SECURITY EUROPE, he is the author of numerous articles, studies and papers on Europe's defence and security agendas. Brooks closely follows the breadth of EU civil security policy for its impact on business, and the emerging links between the EU’s research policy and the development of civil security technologies and capabilities.
Isabelle Roccia
Isabelle holds specialised degrees in international relations and the defence industry from the University of Paris II. She previously worked within the European Commission and has also been retained by private companies to work on European Security and Defence Policy matters, EU funding in areas critical to civil security (research, information technologies, border management, etc.). She also has been an evaluator of EU-funded security calls-for-proposals.
Mascia Toussaint (OCMC European Affairs, Brussels)
Mascia Toussaint has been active in EU Affairs since 1996. She negotiated on behalf of the Dutch government in Council on a variety of EU policy civilian security policy areas. From 2005-2008 she has worked in the European Commission on civil protection and disaster management. Currently she is director of OCMC European Affairs, a Brussels based consultancy specialised in security policy and funding. She holds a masters degree in European and Dutch law from the University of Leiden (NL).

External speakers will offer information about the EU’s funding instruments, bidding procedures and project management. They will also offer insights into the "do’s and don’ts" of submitting proposals for EU funding and tips about how projects are evaluated.
